KINGMAN – A former Northern Arizona Consolidated Fire District director has targeted for recall two current directors. Valle Vista resident Sue Wilkin initiated the proposed recall of Chairman Jim Bailey and Clerk Mike Collins on May 22.


The statements for the proposed recall of both directors are identical. Wilkin accuses Bailey and Collins of violations of Arizona Open Meeting Law, unlawful practices, which were not explained, clandestine meetings with representatives of the professional firefighters union, creating a hostile work environment and for appointing unqualified people to the board.

The laundry list of recall allegations run parallel with those that have been aired in and outside of board meetings. Bailey and Collins have denied any wrongdoing and have suggested that they are the victims of a smear campaign designed to deflect attention from other pending matters.

Bailey and Collins contend the allegations are in retaliation for the criminal indictment of Wilkin, former Director Vic Riccardi and Wayne Eder, the NACFD fire chief whose employment was terminated on May 23.

Wilkin and Riccardi vacated their board seats when they accepted plea agreements resolving conflict of interest and misuse of public money charges. The case against Eder is pending and apparently heading to trial.

Wilkin must gather 892 valid petition signatures within 120 days to qualify the proposed recall for a special election.
